DRAX is the advanced version of the Hong Kong Historical Spatial Data Platform (the Platform) developed by the Department of History at Hong Kong Baptist University. The Platform was jointly created by the Spatial History Project, the Government Records Service (GRS), Hong Kong Historic Maps and Mapping Hong Kong History. It is one of the deliverables of the RGC-funded Hong Kong Historical Spatial Data Project (Research Impact Fund; reference code: R2005-24).
The Platform grew out of Historic Map Hong Kong (launched in 2016), which is dedicated to discovering and displaying historical maps of Hong Kong. It brings together historical archives, artificial intelligence and geospatial technologies.
The Platform currently draws on maps (19th and 20th centuries), land records (19th and 20th centuries), street indexes (19th and 20th centuries), aerial photographs (20th century), plans (20th century) and nautical charts (19th and 20th centuries).
Its core historical data includes archival holdings of the GRS, such as land records (including house registration during the Japanese occupation and Japanese Property Registration Records), street indexes, maps and plans. Open data from the Common Spatial Data Infrastructure (CSDI), including aerial photographs and street maps, is another important source.
Using these sources, we have built a more complete list of Hong Kong addresses from the 1930s and 1940s. Many street numbers and lot numbers were reorganized after the war, while street names remained the same. This allows us to create a historical address converter that places an old address on its corresponding street.
The research team established a workflow and platform for Optical Character Recognition (OCR) of the 1938 Street Index. Its unusual layout is first converted to plain text using the Department of History’s Steno platform (details to be announced). Human reviewers then check the text with a specially designed programme that helps them handle the Index’s annotations and formatting conventions quickly.
DRAX is designed for advanced users who need to organise their own data. It includes all the features of the free version, along with the following tools:

The Hong Kong Historical Spatial Data Platform (hereafter referred to as the Platform) is created by the Spatial History Project, Department of History, Hong Kong Baptist University (HKBU), the Government Records Service (GRS), Hong Kong Historic Maps(HKMaps.hk), and Mapping Hong Kong History, and as part of the deliverables of the RGC-funded Hong Kong Historical Spatial Data Project (Scheme: RGC Research Impact Fund; Reference code: R2005-24).
It is a development of the Historic Map Hong Kong (HKMaps.hk, launched in 2016) that is dedicated to the discovery and display of historic maps of Hong Kong. The Platform aims to provide a comprehensive reference for users seeking various kinds of historical spatial data concerning Hong Kong during the 19th and 20th centuries.
The Platform brings together historical archival records, artificial intelligence, and geospatial technologies. HKBU contributes the technical infrastructure, spatial-history framework, and HGIS development, while Government Records Service, as the central archives of the Government of the HKSAR, plays a key role as project partner in shaping the Platform’s content, archival foundation, and contextual interpretation.
The Platform’s major sources of information include:
A significant portion of the Platform’s core historical data is derived from the historical archival holdings of GRS, including land records such as House Registration Books, Japanese Property Registration Records as well as street indexes, maps and plans, etc.
Some maps of the platform were produced for the UK Government prior to June, 1997, and are covered by the terms of the UK Open Government Licence v3.0. Details of the use and limitations can be found on the Open Government Licence web site. For aerial photographs, those produced for the US Government after 50 years and accessible through the National Archives and Records Administration are open-source materials. Aerial photographs and street plans produced for the Hong Kong Government that are hosted in the Common Spatial Data Infrastructure (CSDI) are also open-source materials.

In both datasets, the street number, lot number, and building name are included, allowing us to construct a more complete list of addresses of Hong Kong from 1938 to 1945. As many street and lot numbers were reorganized after the war, while the street names remained the same, we can create a historical address converter that pinpoints historical addresses to their corresponding streets.
The research team established a workflow and platform to conduct Optical Character Recognition (OCR) for the 1938 Street Index. The special typesetting of the Street Index is first OCR-ed as plain text in the Department of History’s Steno OCR Platform, and finally checked manually using a specially designed programme that allows the human checker to quickly handle the Index's annotations and conventions.
The resulting dataset (in CSV format) is displayed in a web app that allows the user to search for historical addresses by entering street numbers, lot numbers, street names, and building names.
As a result of the OCR, the research team also obtained a list of all streets in Hong Kong in 1938 and geolocated them in GIS. An additional map is attached to the web app so that the location of the result (based on historical street names) is displayed. In the future, the exact locations of the lots can be shown on the map as the database of individual lot locations is built.
As an evolving digital resource, the Platform will continue to expand in scope, functionality, and data coverage. New datasets, improved geolocation, enhanced search functions, and additional interpretive layers will be progressively developed as the project advances.

By creating an account, accessing, or utilizing any feature of the Platform, including real-time location tracking, measurements, historical overlay comparison, file uploads, and user cloud storage, you ("User") unconditionally agree to be bound by these Terms. If you do not agree, you must immediately cease all use of the Platform.
Archival & Source Inaccuracies: All historical aerial photographs, land registry overlays, street plans, and structural markers represent primary historical materials created in past eras. You expressly acknowledge that historical maps, surveys, and records frequently contain inherent inaccuracies, scale distortions, surveying errors, cartographic omissions, misalignments, or deliberate redactions originating directly from the original source documents at the time of their creation.
No Navigational or Professional Certification: Historical boundaries and features do not reflect modern topographies, current legal rights-of-way, structural integrity, or accurate geographic coordinates. The Platform is provided for archival research and general visualization only and must NOT be used as a certified survey, legal boundary reference, or navigational tool.
By using the Platform's real-time location features in the field, you expressly acknowledge and accept that physical exploration involves severe inherent hazards.
Wartime Unexploded Ordnance (UXO): Due to Hong Kong's military history, including World War II battlegrounds, artillery positions, and defensive lines, areas depicted on historical maps, including pillboxes, military tunnels, mountain slopes, and overgrown ruins, may contain live unexploded wartime ordnance (UXO), concealed subterranean shafts, unstable masonry, and abandoned military structures. You acknowledge that visiting these sites carries extreme risks of severe physical injury, explosion, or death.
Environmental & Structural Hazards: Historical features may now be subject to active landslides, soil erosion, structural collapse, dense jungle growth, or poisonous wildlife. We make zero representations regarding site safety or physical accessibility.
The Platform strictly prohibits using its spatial data, tools, or real-time geolocation to facilitate any unlawful conduct.
No Grant of Access Right: The appearance of a road, path, trail, or structure on a historical map layer does NOT grant legal right of entry today.
Absolute Non-Liability for Trespass: Entering private land, restricted country park zones, fenced water catchments, or condemned government sites without authorization constitutes illegal trespass. The Platform, University, and developers assume ZERO legal or financial liability for civil claims, criminal trespass charges, fines, arrests, or injuries arising from unauthorized entry onto any property.
Prohibited Illicit Exploitation: You agree NEVER to use the Platform to plan, execute, or assist in:
Field Awareness: You are solely responsible for remaining aware of your immediate physical surroundings when utilizing real-time location features.
Distracted Driving/Walking: Do not operate mobile devices while driving, climbing, walking near steep inclines, or navigating hazardous terrain. We accept no liability for accidents caused by distraction while interacting with the interface.
This section governs all custom spatial data, vector shapefiles, rasters, annotations, notes, and uploaded layers ("User Data") created or imported by subscribed users.
Data Ownership & Licensing: The User retains all existing copyright, intellectual property rights, and ownership of User Data uploaded to the Platform. By uploading User Data, you grant the Platform a worldwide, non-exclusive, royalty-free license solely to host, display, store, and process such data to deliver the subscription services to your account.
User Responsibility for Uploaded Content: You warrant that you hold all necessary legal rights, licenses, and permissions to upload User Data. You are strictly prohibited from uploading content that infringes third-party copyrights, breaches confidentiality agreements, violates data protection laws, or contains unlawful/restricted spatial information.
Data Security & Cloud Limits: The Platform implements commercially reasonable administrative and technical security measures to protect stored User Data. However, you acknowledge that no cloud storage environment is 100% secure, immune to cyberattacks, server crashes, or technical downtime. Cloud storage limits, such as 50 GB or 100 GB quotas per account, apply strictly based on your tier.
Absolute Disclaimer of Data Backup & Permanent Archiving: Cloud storage provided by the Platform is an operational feature, NOT a permanent backup archive. Users are strictly responsible for maintaining independent, local backup copies of all User Data, custom annotations, and imported shapefiles. The Platform and University accept ZERO financial or legal liability for any data loss, file corruption, cloud service interruption, or permanent deletion of User Data.
To the maximum extent permitted under the laws of the Hong Kong Special Administrative Region (HKSAR):
No Liability for Data Errors or Inaccuracies: Neither Hong Kong Baptist University, its researchers, software developers, nor partners shall be held responsible or legally liable for any direct, indirect, financial, commercial, professional, structural, planning, or legal losses, costs, project delays, or damages incurred due to reliance on inaccurate, erroneous, incomplete, or distorted historical data, map overlays, automated spatial calculations, or user data storage failures.
General Disclaimer: In no event shall the Platform or University be liable for any physical injury, death, property damage, loss of business revenue, legal fees, or criminal prosecution resulting from your use of the Platform or physical field visits guided by its data.
You agree to indemnify, defend, and hold harmless Hong Kong Baptist University, its staff, project leads, and affiliates against any third-party claims, legal actions, demands, liabilities, settlements, and expenses (including legal fees) arising out of or related to:
